What is Radio Network Controller?

RNC (Radio Network Controller) is the governing element in the UMTS radio access network responsible for controlling base stations connected to the controller. The RNC carries out radio resource management as well as some of mobility management functions. The RNC is also where user data are encrypted before being sent to and from a mobile device.
