Addressing Homeland Security at the State & Local Government Level
Summary of information on this page:
Homeland Security Responsibilities of State & Local Governments
The Department of Homeland Security (DHS) provides assistance to states, high-risk cities and local organizations to help prevent or minimize the impact of terrorist activities and to aid in first responder efforts to reduce recovery time.
One of the key factors in achieving these DHS goals is good data sharing between agencies and quick access to emergency information. Good communications means the networks and applications must run fast and efficiently. To keep networks running at peak efficiency – especially during an emergency – you need an effective performance management solution.
Key Homeland Security Initiatives
NetScout solutions can be used in support of the following key homeland security initiatives, as well as to help meet generic, ongoing IT challenges:
- Urban Area Security Initiative Grant Program addresses the unique multi-disciplinary planning, operations, equipment, training, and exercise needs of high-threat, high-density urban areas.
- State Homeland Security Grant Program supports building and sustaining capabilities at the state and local levels through planning, equipment, training, and exercise activities and helps states to implement the strategic goals and objectives included in state homeland security strategies.
- Law Enforcement Terrorism Prevention Program focuses upon the prevention of terrorist attacks and provides law enforcement and public safety communities with funds to support: intelligence gathering and information sharing; hardening high-value targets; strategic planning; building interoperable communications; and collaborating with non-law enforcement partners, other government agencies and the private sector.
- Metropolitan Medical Response System assists designated metropolitan areas to sustain and further enhance all-hazards mass casualty preparedness and response capabilities.
- Infrastructure Protection Program supports specific activities to protect critical infrastructure, such as ports, mass transit, highways, rail and transportation. Preparedness activities include strengthening infrastructure against explosive attacks, preparedness planning, equipment purchase, training, exercises, and security management and administration costs.
